The withholding money from US-VISIT could be because congress knows of a better and less expensive technology than is proposed. DHS contractors running the department's components and programs, US-VISIT included, withheld information from committees overseeing the DHS about technologies that have been available since the 2001 attacks that were better than the selections the contractor evaluators selected. Contract evaluators selected solutions for programs such as US-VISIT that either enriched one of their other divisions, or the companies in which they have keiretsu like arrangements.
Also, there's an election holding-up US DOJ bringing legal action regarding the above conflicts of interest, and Congress likely realizes this.
