First, set up more beaurocracy, second, blame Congress for inability to achieve results. Third, and unstated, bloat the Dept of Hype & Scare to unprecedented curtailment of civil liberties, ever increasing burden on the taxpayers, on the premise of a risk free America. Somehow it seems like the Supreme Court, in its decision on gun controls, said freedom has a price, and a risk we have to bear (along with the right to bear arms). Time to view DHS the same way?
