I'm sure this new system is wonderful; however, this is an agency with so many problem which can't be FIXED by technology.
What about resolving issue with people. There seems to be no "real employees" employed at IRS. I was surprised and shocked by the inability of taxpayer to ascertain and receive guidance from this Federal agency.

What an excellent example of what happens when government takes control and responsibility of a major IT program. It took real leadership and dedication to make this move at IRS. Why do we not see these folks getting awards from our trade associations and publications. I guess because it did line any one's pockets!
Maybe the same should be done for other run away programs like NGA's GEOSCOUT, Army's LandWarrior, and DISA's NECC/NCES programs. AF appears to be making similar progress with its efforts to reestablish its program engineering capabilities. AF is still recovering from its failed outsourcing efforts under General Tony McPeak who sought to outsource all program engineering to FSIs and FFRDCs.
This administration has created a great playbook of how NOT to run major programs. It has demonstrated the huge cost of trying to outsource too much to contractors, who lobbied heavily directly and through their Defense Industrial Base associations to take control away from government and give it to them. Penny wise, pound foolish.
