The tax payer receives the best product at the least cost when competition is present, either BV or LPTA procurment methodologies are non-issues. ID/IQ contracts are often over utilized dumping grounds because the "customers" provide funding. Waste is a product of a spend all form of Government where the procurement polocies are lax or not enforced.

I believe low bidder projects is what has hurt the tax payer best value determinations should continue to be revised and implemented. Some contracts are better suited for competition among small businesses and others large corporations, the bottom line should be which is the best value.

I beleive the 3rd paragraph is intended to state that no task or delivery order contracts vs. "task orders" in excess of $100 million may be awarded to a single source...

Let's not lose sight of the fact that the purpose of open and fair competition isn't to benefit contractors. The purpose is to allow the government only a wide enough selection to procure the best product at the best price. The benefit is for the taxpayers. When a competitive solicitation "net" is cast into the marketplace it shouldn't be so wide that it defeats the benefit purpose. Nor should the protest process.

While this law will not create a major change, I see more and more pressure against IDIQ contracts. Congress is also restricting them in appropriations language. I think we will see more open competition, low-bid type contracts.

Well, let's add more obstacles to our already lengthy award process! Before companies protest, they should learn to write better proposals. My experience has been that some firms learn these skills, and that's why they repeatedly keep getting the contract awards, and not because the contracting offices are favoring one contractor over the other.
