    This is just standard Waxman, playing to the press trying to make himself bigger than he is, literally and figuratively. Unless the Ex and Judicial branch have the same discretion what gives congress the ability for another fishing expedition? Even if Bush made the final decision there is nothing that congress can do about it, that's why he holds the title "President"
