jrb has it absolutely right. The thought of senior intelligence professionals grubbing for dollars is disconcerting. Could invite counterintelligence problems. "Attendance driven" pay raises seem to serve the serve the seven uniformed services pretty well. Pay for performance should die a rapid, absolutely complete and permanent death throughout the national security, homeland security, and foreign affairs communities. The Executive Branch of the United States Government, at least the vast majority of it, is **not** some industrial factory assembly line.

Besides the obvious satisfaction many of us receive from knowing the top brass will have to shine like the rest of us... I must note:
"The gaining agency will actually evaluate the employees on joint duty to them and BE RESPONSIBLE FOR THEIR PERFORMANCE BONUS."
If the gaining agencies are like the ones I've come to know, they will either be extravagant with the bonuses to impress and curry favor or frugal to save for their own; and the most likely scenario is... saving for their own.
So saying, this may actually discourage volunteers and, ultimately, exchanges of information and experience.

Great news for CS and the taxpayer. Long term every governmental employee needs a performance driven measurable evaluation, the sooner the better. Those unwilling or unable to compete need to look for a new career. The days of attendance driven promotions and pay raises are over with "long live the revolution"

Please sound "TAPS" for these fallen wingmen! This "pay for performance" system is reminisce of termites slowly eroding an old but sound structure away! We need a good "bugman" to spray these vermin back to their own territory (Corporate America, where organizations and work are profit driven, not mission driven. When's the last time Home Depot put a $600 toilet seat in their restrooms? I've seen one because that's what the mission required.)

This new pay system has failed at every other agency so why are we trying it here ? It is nothing but the good old boy system...run while you can.
