The 1996 passage of the HIPAA act is preventing those who could help a new vet the most from even knowing of their existence. Many veterans returning home do not want to be located and stay away from any VA services; it is in the best interest of both the veteran and the VA to make a slight amendment to the HIPAA act of 1996.
