Reviewing AEY Inc's Online Representations and Certifications (ORCA)answers some of the questions. Apparantly the firm claimed to be a SDB but then checked off that the SBA has not certified them nor have they filed an application for certification. DoD presently does not provide a price evaluation adjustment for SDBs.

The SBA coding is a side issue. The real issues are how a 22 year old grandson of an arms dealer can get a contract in the first place, and why is the Army buying this stuff. Why not have the Afghans, NATO or the CIA do the procurement?
