There isn't enough info here to understand what happened. Are we talking about the cost of living raises or the performance pay. If the employees met the requirement for the performance pay-outs why would they not be given them just because they were in the lower half of the band? Shouldn't they be compensated for the increase in experience and capability they've gained over the last year? If you're no better at your job after being there for another 12 months then you haven't "met expectations".

Again, upper management looked out for the staffers who least need the raises. Why would they think it okay not to provide raises to the lower-level staff. Does their bread and milk cost any less... I'm happy to see that Congress could see thru the fog. Good for them and for the GAO employees!

If this legislation passes, look for every other civil servant who thinks they should have gotten a raise or a bonus to go to Congress and ask for relief. If Congress is going to override decisions managers make regarding their employees' performance, we will be spending more time defending our decisions than doing our work. It happened, fix it and move on. Don't go back!
