The phrase "... restore pay increases to hundreds of employees wrongfully denied raises in 2006 and 2007," suggests that this action was somehow illegal or inadvertent on GAO's part, rather than a perfectly legitimate (if ill-advised and inept) exercise of managerial discretion.
If this piece were offered up as an editorial, fine. But if it's supposed to be a news item, then it should be free of this sort of inference. I'm sure it's difficult to go back and forth between opining and reporting, but GovExec staff need to understand and respect the difference between the two.

Pay for popularity it dangerous wherever it is being shoveled. GAO's workers/ managers are as subject to human frailties as any other organization and it is unfortunate GAO has been touting pay for performance/popularity enough to poison a lot of other pay pools when they've got problems of their own. While governemt looks for ways to save money to pay the big war bills, people's lives are being stomped all over in the process. I'd like to be a citizen, not a taxpayer, consumer, performer or some other title that misses the point.
