Good. Skeeter, for once I'm glad to see you weighing in. As for the contracting out, I'll let others more knowledgeable address that issue. I have yet to see a clear definition of what is an inherently governmental function.
But please note the entire article was about requesting suspension of the normal security investigation requirements for even temporary governmental employees. It really is a great expense and effort to vet the character and reliability of those upon whom you must hate to depend. It's hard enough to get all us cleared and next to impossible for us to get contractors to comply with these requirements. If you really want your spouse to answer the door to anyone who claims to be from the census bureau asking all those personal questions; then more power to you. I don't relish that thought.
You see, we civil servants are held to a higher standard; a standard that you and most US citizens are not accustomed to and, just as likely, would not tolerate. We must uphold and abide by laws and regulations that most citizens never even hear of. Back in the 60's and 70's, participation in the biggest American freedom movements would have lost many of us our clearances and, therefore, our jobs and livelihoods due to drug experimentation and moral turpitude.
I realize that you must have some history that causes all this vehemence to spew forth against us; but we really do care and try to do the right thing. Each of us is entitled to our opinions, I just ask you to consider our side occasionally; if, that is, you can have an open mind.
