Judge Allegra's decision is a great read. Sam -it seems obvious that the "GSA Alliant staff" DID have its act together - in a massive, complex violation of proper procurement procedures. It just so happens that "the act" was a total failure off-Broadway. This Alliant fiasco is yet another instance of a long list of incompetent and improper procurement actions during the Bush Administration. It is not easy to inadvertently perpetrate such chicanery in so many departments and agencies, which raises the real possibility that it is ochestrated, perphaps from the OMB Office of Procurement Policy. Help me here: has OFPP reinforced statutes and regs, and issued corrective action directives, over the past several years? Has OFPP conducted coordinated reviews by the statutory IGs (who themselves have been undermined by the Bushites)?

This procurement reeks of collusion. The GSA personnel at the top who are responsible for this should be fired. They know better. To pay for a polling firm, Calyptus, with no experience in source selection confirms the collusion. There are govt agencies (DCMA) that do source selections on a regular basis, and are good at it.

The tax-payer should not be surprised about this considering all the scandals coming from GSA regarding IT contracts. Not to point any fingers, because no agency is shiny-clean, but what are we supposed to think? The bar has been lowered during this administration. I suspect no one will be accountable and the American taxpayer will receive all the punishment.
