The numbers used by NTEU comes straight from the IRS (where else would they get them?), so if they aren't accurate, it's the agency's own fault. Interestingly, this type of outsourcing was tried in the 1990s and eventually was abandoned because the effort cost the gov't money in the end.

If managed properly an outside collection agency can do just as good, if not better, than the IRS. We are currently setting up our operation in the USA and believe we have the tools and software required to not only assist the IRS to manage and collect their own monies themselves but to also over a 3yr period bring in approx 38% of that money. If however the IRS decide to keep using outside collection agencies, then again we can still assist them receiving the same type of strike rate eg: 38% collection over a 3yr period. I am happy to sit down with either party and discuss how we can assist in achieving this target discreetly, professionaly and sympathetically, that is, of course, not to imply that it is not being carried out now by both parties. So, this program (which raises ethical questions to begin with) cost the American tax-payer over $50 million and reaped only half of the projected revenue? Every American taxpayer should demand immediate action against this waste and an investigation of these contractors potential ties to decision makers. There ate too many underfunded, critical government missions scraping to get important work done...which makes this type of wasteful and potentially abusive program smell even worse.
