Not surprised. In my experience, the grades received by agencies do not reflect reality. The agencies "game" the FISMA system to achieve the highest possible grades. Gaming includes selective reporting so that not every system is included in the FISMA reports, and categorizing the security needs of systems at lower levels than needed so that not as much money is required to meet the FISMA standards.

Unfortunately, the 'C' for cybersecurity is about the highest grade DHS deserves in any category.
