Instead of taking a year to determine what works, try contacting Glenn Spencer of American Border Patrol, a civilian ranch-owner. He has demonstrated the use of inexpensive UAVs, and the need for GPS for MORE BORDER PATROL AGENTS. His aircraft has spotted groups of illegal aliens, and he reported their GPS coordinates, and the agents on the ground couldn't find the aliens because they didn't have GPS trackers. So why should it take a year to do these two things, when a good portion of cars on the highways have GPS trackers?
And if you recommend prosecuting U.S. Attorney Johnny Sutton for perjury and the malicious prosecution of Border Patrol agents, you might find more applicants for the job of Border Patrol agents!

Machines are simply tools to be used by trained LEO's, nothing more, just like radios, cameras, motion sensors, etc. Don't let President Shrub repeal the 6c status of uniformed CBP officers in the '09 budget, hire many more officers. THAT may help the illegal infiltration crisis, not airborne drones. Besides, Washington already has enough of those.
