I agree with L. Karney. The majority of agencies consider FOIA positions at the bottom of the barrel. Many agencies view FOIA work as a nonvalue to the organization and do not provide the funding nor the staffing to support the FOIA program. Subsequently, backlogs continue to grow, FOIA appeals are filed and FOIA personnel become bitter and frustrated.

L. Karnay misses the point. The debate is over. The legislation locates the office. What a sneaky, sleezy way to attempt to subvert the compromise he pretended to endorse. I'm ashamed of him.

So Senator Leahy believes NARA would be more independent than Justice. This is the same NARA that allowed former Clinton NSA Advisor, Sandy Berger, to remove and destroy classified documents during the 9/11 Commission hearings.
Either way, this new FOIA position will do little to speed up the processing of requests. Until agencies are forced to increase their FOIA staffs and elevate the importance of FOIA within an agency, lengthy delays will continue.
