As 32 year Govt employee doing contracting work since 1981 I am amazed that everyone seems to think this is a new idea -- look at FAR 11.002 - some version of it has been around since 1949. Secondly if the talking heads think that in a buyer - seller relationship it is a partnership well here is the windex so you can see clearly.... it doesn't mean that it is adversarial but it certainly is not a partnership. If we want employees then hire em...or lets make personal services and inherently governmental contracting legal. Last thought - Does anyone really think we are an ordinary business??? Perhaps Kellman & the spawn of Kellman... but don' we operate with appropriated money which has limits??? Amazing to see such stupidity in action.
