This is the first step into a swamp that can only be taken by an administration the is best characterized as the walking dead.
No administration with asperations of any congressional support would dare to take such a position. The flak will be as heavy from the Republicans that plan to run for another term as the Democrats who feel that the spoils go to the victors.
Brush up on your budget empoundment and control act because it will once again be the tool that the Congress uses to beat the President into submission.
