That the government is responsible to its citizenry is a welcome note. When will those who are in a position to lead, realize that capitalism, in its present state (in this country) has run amuck! We are indeed being controlled by corporations. The exorbitant and flagrant display of spending and waste within these corporations is disgusting! Buy American? Firstly, it is almost impossible to find a product that is from an American manafacturer. Secondly, why should I buy your product when you closed your doors in America and moved to India, Germany, Africa and so forth. When I shop for fresh produce and find that it is from Mexico - I am floored. What about our farmers? Our truck drivers? You expect the American labor force to "take a pay cut, to save the company", yet, as we all know, your $51 billion bonus will still be given. How much profit is enough? When you expect the average American to "help with the economy" and accept wages that are below the poverty line, then post profits that are at the 200-250% level - is this not extortion? Where does it end?

WELFARE PROGRAM! What does this ridiculous attempt at academic contempt propose to inform? Second career is not an euphemism for forced unemployment. This group, as any population sector,contains a wide and diverse populace. I am sorry that you have lost sight of the rich history that comes before you. These individuals have witnessed many political policies and initiatives that ran the gauntlet, from hugely successful to grossly inefficient. Experience has always been the best teacher. This has not stopped the elder generation from expanding his or her credentials, supplementing their CV, or taking on academic challenges for the sake of expanding knowledge. Your comment displays a deep bitterness, at what, I am not sure. Do not discount your elders. Some are very wise and yearn for new frontiers. An aside note, these individuals are also very appreciative of a democratic environment - those who have suffered under the rule of tyrants are ever watchful.

Interesting to invite external post-retirement employees. I would be happy to be re-employed (part-time, different job, lower grade),but it makes no financial sense with the current retierment system. I received a re-structuring buy-out, so I cannot take on even a radically different slot. Had I retired in the private sector (whatever the terms) this would have not been an issue. I would have loved to transiion v. cold cut-off.

The current system has run amuk. You guys could use some new blood, and I don't mean new blood that is so young they don't know any better. I am not hopeful, because of my own experiences with a second career and the craziness of the OPM processes and the competitive processes used by the Department of State. You guys waste way too much energy on process and not enough energy on outcomes! You also need to mind your stereotypes: take me for example. I left the private sector after 10 years in international pharmaceutical regulatory, managing 6 offices in six countries with oversight responsibilities 30 countries across the Middle East and Africa. But no one in the Federal Service (outside of the patent office) will even look at me. I even went back to school at 37, completed an MPA at the top of my class from the No. 3 program in the country in 1.5 years, and then went on for a PhD which I will finish this spring at 42 in 3 years; so, I am no slouch by any standards. What I have found is that the federal government is completely hostile to outsiders, especially those from the private sector. Its processes are arcane, selecting individuals based on organizational fit over competence, but no one appears to have the will or the nads to fix it.

Say NO to "second career" folks. Sounds like a WELFARE program disguised as some kind of new management fad. These kind of people are on the ROAD program...as we say retired on active duty... they have little incentive to perform... and are typically under performers and under-achievers when they are hired in second careers. Their resumes are typically padded and grossly overstated. The key is to reward those who have performed consistently over the years, have grown with the organization, and have retained the corporate knowledge. Your more senior folks can mentor the more junior ones. No need to hire folks that have already been kicked to the curb, and don't want to work at their local Home Depot or be a greeter at WalMart. This proposal is a lousy idea.

I'll bet what will happen is that some private sector person will get hired who should never have been employed by anybody, but is someone'e brother/sister in-law with a GED. They'll be given free-reign without understanding the world government exists in (checks and balances and the ever present federal legislation). Want to see an organization flooded with private-sector ideas, just look at the FRTIB. It's lost all conituity. Dollar Bill Jefferson should have had his finger in that pie. He wouldn't be on trial right now.

Both of you use the term "Service", unfortunately its lip service for most FEDS. When was the last time you were asked how to improve the service we provide the taxpayer/// let me guess Never. Its always about the money

When will people begin to realize that government is indeed a service to its citizenry?
In fact, the impeding demise of our government structure and the inability to provide services to its citizens needs, are indeed the fault of the private sector.
People must begin to understnad that we pay taxes to our government and not to corporations!

I have my doubts. The goal of government is service, not buck chasing. I see a bigger revolving door.
