So if this "skimming" is required to administer the earmark, then why do some agencies charge up to 20% and some charge nothing at all. This smacks of an easy way to pay for pet projects and should be held to some standard and the agencies should ba accountable and should have to justify the expenses they charge.

Ah Yes. ANother example of the COngressional belief that you can get something for nothing. The argument is actually reversed in that without agencies taking from the earmark to cover the administrative expenses of managing an unplanned program, they would be in violation of the appropriation bill funding them by expending resources on a program not budegted for. Congress can't have their cake and eat it to. Time they stood up and learned how business is done in the real world and that what they see as simple dictates come at a cost for the governement to deliver it's promary services to their customer, the American public.

Earmarks can also be used to follow Intelligence Committee funding. Oversight was needed during the planning and funding of the Afghanistan war. Intelligence Committee funds went to 'friends' and 'professional associations.' The funding just went right by the agencies who funded the 'friends' and 'professional associations.'
