As a military Information Operations (IO) officer, it is very encouraging to see local vision manifested at the strategic level. One of the most important points that Dr. Doran makes is that strategic communications cannot simply be "lumped" with public affairs. PA can support immediate requirements for informing audiences, but STRATCOMMS, as with IO, are developed and implemented through planning (often long-term), coordination, and synchronization of activities and resources to achieve desired effects that support US policy and goals.
In the midst of ongoing debates about the roles of US informational activities, I look forward to policies from Dr. Doran's office that will help practitioners of information work more cohesively in support of Strategic Communications and DSPD.

The window of opportunity is opening quickly. Navy PA needs to fill the ownership void within the Navy boundaries.
