Ms Hicks is on the right track. Unless and until control is gained over the ability of the individual Service Chiefs to go directly to members of Congress to advocate for their individual services weapons programs, we will not get better at this process. DoD must become the single decision making and budgeting entity for our military. They must be able to specify what is needed in the way of Land / Sea / Air / Space forces and equipment to carry out the National Strategy. While we have implemented "jointness" in how we conduct military campaigns, each separate service chief is responsible for how that service is manned and equipped. As Ms Hicks identified, this has led to constant infighting among the services for resources peculiar to that service, even though that use may not be in the best interest of the DoD as a whole. We need a single military service (DoD) comprised of Land, Sea, Air, and Space elements in order to eliminate the excessively parochial outlook of the current system of separate service chiefs. This will require a shift in philosophy on the services part. They must see themselves as only a part of the defense establishment of the US and not as an individual force capable of conducting operations basically alone. A daunting task to implement for certain, but one which must be taken in order to get the situation under proper control

The QDR must reflect a continued focus on conventional warfighting ... there are those who have patiently worked to change that focus in the past 50 years, knowing that we cannot change horses quickly in mid-stream. As in Vietnam, Southwest Asia is not the end game.

Without a strategic plan compliant with GPRA requirements DoD's QDR will inherently also be deficient for years to come.
