The deep water fiasco shows the problem with bureaucratic theory that you can buy anything so long as you follow the correct process. The fact is, with high technology an agency must be internally competent. Otherwise, it will be impossible to buy the technology because the agency will have no technical expertise to know and evaluate the technology. Process will not be able to replace knowledge. Many other agencies need to learn and understand this lesson, and the Coast Guard's experience with deep water is a powerful cautionary tale for those who would throw all their agency's eggs in an individual contracting basket telling a contractor "Take care of it." This is really the second incident for DHS considering the seriousness and size of the cyber attack and the contractor's response earlier this year. When will they ever learn?
