I would like to know where exactly in the bill it shows CBP retirement changes. I have read the bill almost top to bottom and have not been able to find where it shows that.

Mark, please tell us what agency you're with and how much time you served as a Customs or Immigratin Officer. Tell us how much time you've spent away from your dangerous desk job. Customs Inspectors have been performing law eforcement duties and working under hazardous conditions since 1789 without any additional coverage. CBP Officers routinely work in inclement weather(When's the last time you worked a double shift standing in the cold blowing wind and snow or in 120 degree heat?) or boarded a ship in the ocean in the middle of the night by yourself(in the rain or snow with high winds) or worked around airports or seaports where you have to constantly avoid moving hazards? When's the last time you spent all night fighting and arresting drunks. Perhaps we should provide the deskbound with hazardous duty pay in case they get paper cuts or bang their head if they fall asleep. Just keep complaining when any of your peers win new benifits-they'll stop coming. Enough whining.

You need to read the AFSA cables and the latest telegram from the DIRGEN. Unfortunately The OCP is in the future (far future). They are working/lobbying hard with Congress but are still a few years away from convincing them that FTE folks overseas should get the WashDC locality pay.

Does the following comment mean that TSA will have to increase the caps on its pay bands to be comperable to those under the GS system?
"The measure would zero out funding for the Homeland Security Department's new personnel system, called the Human Capital Operational Plan. The bill would grant $10 million to DHS to help boost morale and other issues identified in a 2006 federal workforce survey. The department ranked near the bottom in the employee rankings."

Pete, the real "crap" going on is that LEOs and now Customs and Border Patrol are given ANY pay or retirement benefits beyond other Federal Employees. Statistically, you are overwhelmingly more likely to get hurt or killed in a traffic accident on the way to the doughnut shop than "laying your life on the line". Enough of the Policeman/Fireman martyrdom CRAP!

You could live in Alaska with no locality pay and COLA that does not count toward retirement like locality pay and is going down 1% a year.

3.5% is better than the 3% that was proposed by the president. The problem here is that it gets split by an across the board increase and then pay locality increase. That should not happen, the locality adjustments should be seperate. Also they should have completely revoked NSPS....
Also I agree that government employees, not contractors, should be income tax exempt just like the military.

Hey...hold on there...the picture is not so merry for those of us under NSPS! Only half of congressional pay raise will go into our paychecks, if under NSPS over the last year. The rest goes into that dark and mysterious land in DoD known as "The Pay Pool"...to be doled out in accordance with "business rules" that Congress never saw or approved.

However, it is unfortunate that Pat Smith chooses to reinforce the hoary Vietnam stereotype that returning veterans are "trained klllers" who cannot be reintegrated into civil society without "treatment." While most are expecting the VA to remain grossly under funded, I believe that with President Bush's intelligent fiscal responsibility, he understands how the lack of proper medical treatment for this young generation of trained killers, would eventually require martial law. Society does not need more research on family dysfunction, crime, homelessness or suicide. Modern society as a whole cannot handle this capacity of veterans repeating the years following the Vietnam War. This necessary $3.7 billion emergency funding for the VA is cost effective insurance for our children's future.

Why are only Customs/Border Patrol Officers getting the enhanced LEO retirment benefits? What about all the thousands and thousands of federal police officers in other departments? Congress needs to address this gross inequity in pay packages asap. Congress needs to stop trying to piecemeal legislation to specific agencies and ignoring others. This is an issue of fairness to all those federal police officers who are considered law enforcement when they are needed to put their lives on the line, but for pay/retirement purposes they are told, 'sorry, you're not true LEO's'!!!!! Enough of this crap is enough!!!!!!! Write your congressman and complain loudly.

Well at least this gives the Federal worker motivation to want the president to sign this bill. Because Dem, or Rep, who doesn't like a pay raise. It appears to me the Dems are trying to comprosmise a little, and even Reps in the Senate will come around. Please Mr. Bush let the government have funds, sign the bill so we all can get passed this and get something accomplished this year besides getting American's Killed in Iraq.
