Once again, government gets it wrong.
1.) Saving based on use of e-procurment technology is largely the result of leveraged buying enabled by having better control over sourcing (less fragmentation) not process time savings
2.) By using (developing?!) multiple e-procurment systems, they are incurring extra cost without getting any new savings and are also limiting centralized management of sourcing and spend data (see item #1)
