One must wonder how many agencies would have green and yellow scores for Strategic Management of Human Capital if competitive sourcing made up part of the score. After all, competitive sourcing is a human capital tool that if properly done drives performance improvement (and savings)--look at OPM's HCAAF on the OPM web site and you'll see that OPM considers competitive sourcing to be a human capital tool. Come on OPM and OMB--integrate these two initiatives (as they already should be)!
