San Diego County was also well prepared. The County recently amended its procurement ordnances to allow Director of Purchasing and Contracting (DP&C) to modify of existing contracts during an emergency without the convening the governing body. In addition DP&C procurement thresholds for award of Sole Source and competitive negotiated contracts were increased to $100,000 annually and $0ne million annually. These increases along with an aggressive credit card system are providing the needed flexibility in the aftermath of the devastating fires.
