Gen. Moseley is a superb leader who has set the right priotities for the Air Force. But he and other Air Force leaders must resist the urge to speak in two languages---supporting the administration's budget request in the spring and setting off alarms about the need for more equipment in the fall. The administration's position is that the Air Force needs 183 F-22 Raptors (not 381) and no more C-17 Globemaster IIIs. Moseley and Air Force Secretary Michael Wynne consistently support that policy in the spring and defy it in the fall. The Air Force does need more resources and Moseley is right on many points, but the message needs greater consistency.
