VA & DOD sharing records would sure make it easier to run a disability claim through the myriad paperwork required to upgrade a disability. To have the VA take another look at the disability percentages right now is a nightmare of getting doctors' statements, X-rays released, medical records reports etc. to the VA so they can make a determination. A lot of people just give up and take what VA gives them even if they are due to have a higher disability rating. Combining VA & DOD medical records would be a Godsend.
