Let's get to the real issue. And the real issue is not with entry level federal positions, not by a long shot. The hard and unpleasant fact of the matter is that irrespective of the unending lip service and superficial posturing that is often parroted by one agency careerist so-called 'leaders' and hiring 'managers' about attempting to recruit and (most importantly) hire only the best and the brightest for US taxpayer funded positions that are purportedly recruited in good faith by the largest of all federal employers - the Department of Defense - in the general and administrative management fields in the mid and upper level positions, DOD's actual hiring outcomes conclusively show that almost all, and I'll repeat that preposterous and organizational culture defining number for added emphasis, ALMOST EVERY SINGLE ONE (nearly 100%) of DoD's so-called 'competitive' external hires result in only and merely current or prior DoD staffers being hired, hired under the pretense and guise and gaul of US taxpayer funded recruitments that are cobbled together by DoD 'managers' whereby DoD is asking US citizens and other non-DoD applicants to apply. If this level of hyper and over the top inbreeding is not stopped, recruitment methodologies mean nothing. And why is it that only and merely current or prior DoD GS staff or recently retired DoD active duty members who are desirous of being so-called 'converted' into GS positions in the very same offices and chairs that they occupied while on active duty or DoD contractor staff are ever hired for such 'externally' recruited positions, well the answer is simple. IT is representative of a pedestrian-level 'we take care of our own (under the pretense of fraudlent external recruitments) organizatioinal culture. Now that is something that needs a bit or work on, huh.

Mary, your dispicable some how disabled vets should stand aside for a few minorities who have done nothing for the country but take. Until we have homes/jobs for the all the vets I say let the others eat cake

Mary, I am a 50% disabled vet. I bled for you. I apologize for the 10 points. I still had to apply and with an MBA, High GPA, and lots of experience It still took 7 years to get my current job. I do not disagree with you, and we have had a few new folks leave the Gov to go back and get MBA's and the Gov wasted a lot of money on them for training. Here is a thought for you, This is the Government. We have red tape because Congress passes many laws, and we are not allowed to violate them. Is it fair that the recruiting takes place at certain schools? I don't know. If NSPS stiffs young interns like it most likely will, then recruiting will really be a problem. Public service is a sacrifice, or at least it used to be.

I hear all this information that the government is wanting to hire young people and is aggressively pursuing college graduates to fill vacancies. If you really want to attract people, you make the recruiting available to the masses (all young people and young graduates who are NOT at a college now) and not just 5 universities or only students that are currently at a particular university. I know several young people in the DC metro area (where the largest concentration of government jobs reside) with good GPAs, college degrees and Masters degrees, who have applied over and over again for various government jobs for over 2 years. They simply cannot get past the current government employees and veterans to be considered. A couple just gave up and took a job with government contractors for a much better salary. This is not to mention all that user friendly government paperwork (not), KSAs for each job announcement, and the list goes on.. all for nothing. If you say you want these people, the system needs some major change to walk the walk instead of just talking the talk. As it stands right now, the current system process basically tells young people or recent graduates that the government is NOT interested in recruiting new talent. You cannot even get a job as a secretary GS-4 if you have a masters degree and no prior government service... so we need to get real about this and quit saying we are looking for something --then we push the talent away.
