I think the previous comments missed the point. We have not one, but two vaccines already. Spending money on developing yet another one would be a waste of money.
The problem is that few companies, and none of the big pharma are interested in making them. Only smaller, less experienced companies feel it is worth the risk.

Another great analysis from GAO. HHS wasted millions on out dated vaccines, I guess their solution is to use them up and have everyone get a shot needed or not, or keep it on the shelf forever so we can tie up money inventoring junk. These guys continue to show how dumb they are

As a former NIH researcher I can't help but wonder why HHS is chasing its tail trying to find a company to produce novel biodefense vaccines. The NIH has some of the top scientific minds in the world, many of them with a $300,000 salary, so why not put that intellectual resource to work? NIAID can develop and show efficacy for new vaccines and then contract with vaccine manufacturers to produce in mass.
With all the PMA & GPRA requirements we have to deal with today to show efficient use of tax dollars, why hasn't anyone tasked our nation's premiere medical research institution with the responsibility to achieve production by some fixed date? One thing I learned during my many years in federal research, if a project due date is not specified the project is not likely to finished in an expeditious manner.
