I have maintained through my 46 years in the CG that we should develop a GPS system that the world should share in the expense such as Europe did for Loran C and Decca receivers, although we were footing the cost. And in no way should we give away Selective Availability. This is primarily a DOD initiative and we should maintain our rights to "Turn the key". This is why Europe has still purchased and maintained Loran C systems.
