As an officer of a computer network systems integrator and telecommunications solution provider, I have found in the past that the VA has made its own morass by making themselves not available to outside vendors with expertise who could solve these kinds of problems by strategic planning, pilot project modeling, tested backup solutions, and proper I.T.project management and implementation. We distinctly remember when the VA had laptop security problems, and we had a viable solution we could implement immediately, we could not even get anyone at VA to return our calls, right up to the Director. As long as the Administration appoints Agency heads who are incompetent and will not communicate with vendors who can help them, unfortunately the situation will remain the same.

Same thing happened the last week of July on the East Coast when the North Carolina/Virginia system crashed and fudged up VHA & VBA systems for 3 days. Apprently they learned nothing from that experience. Wonder where the September crash was?
