If the tax code was simplified and changes weren't made to it each and every year the number of IRS employees could be drastically reduced -- thereby saving taxpayer dollars and and reducing the need to find new ways to pay all those people.

As one of the newest Manager's all I have heard is how the pay banding leaves a lot to be desired. I have heard that 'you have to wait your turn' to be even considered for an pension impacting performance award. I know from the bottom of my heart that being here in the trenches I will never see my work rewarded. In 3 years I would make more as a 13 technical agent if all I get is cost of living wages. I'm almost ready to go back to the ranks and I've not even gone through the process once.

I'm glad to see at least someone in upper management is concerned more about the Government than himself; IRS Inspector General J. Russell must have a business background. I would like to think Mr. Russell for the follow statement. IRS Inspector General J. Russell George reported in July that the current pay system actually could dissuade nonmanagers from applying for management positions, largely because the system does not have sound policies to ensure that managers are paid comparably to IRS employees who fall under the General Schedule. My views, Government officials need to do away with NSPS completely.

Simplify the tax code and reduce the burden of tax reporting and the IRS can be downsized to the applause of the American taxpayer. Congress and the President need to make tax simplification a reality (e.g., a flat tax rate, eliminate the estate tax, eliminate the double-taxation on corporate distributions) and they need to stop penalizing SAVINGS! Look at how much it costs the IRS to collect every $1 and you realize the system is broken.
