I currently work at a VA facility (hospital) and I think there is a need for an outside agency to rate the effectiveness of all government agencies. Traditionally everyone tends to inflate these numbers and hide the real truth concerning actual accomplishments. If I were to rate my agency I would give it a D in every area (and I work here). Instead of letting the ineffective managers determine the applicable areas to rate and the rating criteria utilize standards that are available throughout the public sector to rate those programs that are relevant to the private sector. Then let's see how well they score when compared to their civilian counterparts.

It is refreshing to see a positive report here for a change. The goal has to be to link program results to individual performance. Finally, progress is being observed.

Mr. Wolfson fails to understand the PART process. Programs initially rate themselves and must provide rigorous documentary evidence, including independent assessments, in support of their self evaluations for the PART answers. These responses are carefully reviewed by agencies, validated, and re-scored and edited by OMB examiners. The PART findings are submitted to Congress for review and anyone or any organization in the USA can read the final results online.

PART scoring is a fairly rigorous process. The problem with it is that Congress couldn't care less whether programs are effective or not since all they are interested in getting favorable press releases toward their reelection. Remember this President is the first to grade the effectiveness of agencies' management programs via PART and PMA initiatives to attempt to control spending. But all Congress cares about is spending taxpayers's dollars!

In other words, they're asking the agencies themselves how well they're doing. This means that the numbers are more than likely inflated, and they are really achieving about 50% of what they are supposed to be accomplishing. Perhaps it would be better for an outside agency to evaluate progress.
