This is an absolute waste of the taxpayer's money and unfair to Civilian Workers. This is moving toward the great American Rip-off of CEO pay and benefit packages. When the government fails to support the military and Capital Hill it will be too late. Is the US following the in the footsteps of the downfall of Russia? Great Britain use to be very powerful also. We have illegal aliens moving in and making demands with the President wanting to grant amnesty in hope of gaining votes, the government personnel system has wasted millions of dollars on a system that the workers do not want without representation (maybe all Civilian Workers should be replaced by Robots) , and certain Cabinet members proclaim immunity. How much faith do you have in our Legislative Branch? Will you be out of a job tomorrow? Do you worry that your job will move out of the US? Will you be replaced by an illegal alien? Do these issues plant Security in your mind? With all this upheaval, just how SECURE is the US? When & where will Bin Laden strike again?

P4P is not the right way to go. It will open up the IC to more political pressure. In a vaccum P4P would be great, but we live in the real world. Budgets will ALWAYS cause some deserving people to get paid less than their performance dictates. Learn 2 us the GS system, and also push to make a few changes and things will be much better. Too many people are uneducated on the system we currently have, because they are lazy, and thats how people get the impression that its bad...

I suppose Intelligence Director Mike McConnell has to prove himself by creating the 100 day plan, after all he has to be able to justify pay for performance or does he? How do these figureheads hope to get a hand around the government workers when more money has been wasted by contractors (Katrina & Iraq) and acquisition? Have they closed theirs eyes and mind to the problem?
