Considering there are many FSS authorized resellers of SUN equipment, and the fact they have a contract on NASA's GWAC, this probably won't impact anybody except the industrial funding fee GSA was collecting from the schedule.

So it goes, Microsoft is given the advantage in the US while the EU holds their feet to the fire.
Those contracting officers are as likely to be biased and partisan as Doan. It is the directors obligation to make sure career employees are not too comfortable with particular vendors. (Dell, IBM) CO's are usually desktop users and perhaps out of their league when choosing computer equipment. And lowest price does not equal best performance in the long term.
I agree they should explain their decision. Unfortunately Doan is not a diplomat and is as pissed at congress as congress is at Doan.

Good coverage, but it begs one to wonder...was Doan ever required to provide a reason (even without details) for her "decision to go against the judgment of three career contracting officers and choose Sun's higher-priced offer"? If she just provides a believable explanation and Sun produces the documents requested by Grassley, then one piece of her congressional-accountibility woes would be over. With Sun withdrawing from the contract prior to all questions being answered, I'm afraid to say it creates an appearance of there being something rotten beneath the skin...and the grocer is now pulling the produce off the shelf before the customer can inspect it.
