The last post by "Civilian Worker" starts out with some legitimate criticisms of NSPS. But then it degenerates into a senseless rant against so-called "illegal aliens". Lets focus on our real problems and forget the xenophobic bigotry.

Have you heard the Defense Secretary Robert Gates will deny the cost of living increase to DoD workers under the NSPS? The cost of living increase should not be linked to the NSPS (performance). With Health Insurance increasing in 2008 at the rate of 2.9% and the loss of the 3.5% cost of living increase you will go home with NEGATIVE 6.4% less of your pay! Robert Gates is overstepping his territory, let's see him reduce his pay by 6.4%!

One sure way to save the government money is to cut the Committees, Subcommittees, Sub-subcommittees, etc. on Capital Hill and throughout the government. Each time a committee is formed a high dollar position is created for a "buddy" to head the committee. The committee may not even have been necessary to begin with. Just a waste of the taxpayer's taxesto keep the "good ole boys" in place.
Don't forget all the money the ILLEGAL aliens are costing us each year and the amount of taxes the US would collect from 12 million known illegal aliens if they were documented? The US taxpayer is paying a handsome fee to educate their children. You didn't really want to send your child to college did you? Oh, did your children need braces on their teeth? What do you mean you are paying Medical Insurance, Auto Insurance, Social Security, Medicaid, Federal & State Taxes, property taxes when the illegal aliens do not have this expense yet they are having children at our expense on our Medicaid/Social Services. The child is claimed to be an American citizens, how can we separate the families & how can we deny the family benefits & assistance? What is WRONG with this picture? Can the US citizen go to Mexico and recieve these services?
YES, take a stand, notify your Congressperson, fight back; take back American and your rights!

Big Government is out to brake every union in the united states. Roosevelt during WW2 realized that organized labor was the life blood of the american production. With the shift we had the Kennedy adminstration attacking labor. Then the lawyer went after labor on outsourcing. Putting a strain on our skimpy economy.In addition to the thirty million illegals plan for international business. When will we force the legal system to be outsourced to Philadelphia Lawyers.

The NSPS rules invite cronyism. Rather than promoting behavior that merits pay increases, they threaten job security. A top level supervisor who develops a grudge against one of his staff has great latitude. RAther than addressing the issue with the employee that has disgruntled him, he can attack "performance". He can issue a Performance Improvement Plan (PIP) which, according to NSPS rules, contain a "gotcha" clause. In the NSPS PIP rules the employee must produce results (usually within 90 calendar days) on each of a number of objectives listed in the PIP. While the employee may produce outstanding results, if any ONE of the stated objectives does not meet the subjective approval of the supervisor who brought the action, all of the objective accomplishments are negated. The Court for the Fifth District in WAshington ruled against that clause, but has taken no action because thus far "no employee has been harmed". Nevertheless, the NSPS rules of this kind, together with the "merit pay" approach sets the stage for the bullying boss against employee scenario unions have had to fight inthe private sector for a hundred years.

NSPS encourages cronyism and favoritism in hiring and in giving raises by General Officers and executives. It gives them cart blanche to hire retired military buddies and it is all legal. I have seen first hand what danage can be done to employees under the NSPS label and it is not pretty. I encourage all federal employees to start writing to their senators and congressmen - if this can happen to me, it can happen to you. And there is nothing you can do about it.

Monsue states "The government is the law, they represent all that is mandated in the private sector."... What an idiotic statement. You write as if you would prefer a tyranical style government. If there is any workplace where there needs to be checks and balances, it is in government. Maybe you should move to IRAN or Syria if you want Government to be the sole law of the land.

There is no place for unions in government. The government is the law, they represent all that is mandated in the private sector. To allow unions, with their standard gen-x mentality merely undermines the effectiveness of government organizations. Ms. Brewer, judging by the multiple errors in your message, I would suggest that your compensation issues might not lie with the fact that you are not presently represented by a union.

I agree with the two latest comments. I will have 30 years in the system as a handicapped single mother. Where would I have been if I was being paid under NSPS. See what happened with SEC. Wake up people; and true, our pay doesn't make us rich by any means, but at least we know our pay can at least somewhat keep up with cost of living although the GS system is hurting with high cost areas. Don't change something that has worked since the 1930's...equal pay equal work. Irregardless of sex, race, marital status, etc. Of course any white male will endorse it.

Thank you AFGE for trying to do away with a very bad system (NSPS) I can not see how this helps any portion of the Gov. I also agree lets see if congress takes care of this worthless system. Upper management needs to do their jobs when it comes to hiring & firing employees. If they want to hire better qualified employees, then change the hiring system or make the pay equal to the private sector as you have promised all these years.

Given that there really isn't much difference between the two systems and improvement in worker performance isn't likely, it doesn't matter when or if NSPS is implemented for non-bargaining employees. The real problem is cronyism (shall we start at the White House?) and the fear of giving elderly employees their true rating due to the possiblity of an age discrimination lawsuit. There are too many jobs in federal service that do not have "measurable" objectives (education, for example); consequently, the government will probably save money with NSPS, but will not have a more efficient work force nor many "happy campers".

Unwanted consequences to say the least. As they say let sleeping dogs lie. The union has lost this one and will only lose even more if they push this. It was a bad lawsuit from the begining. NSPS is legal and its here to stay. Embrace it.

We the people at the DOD would like the union to go for it. I 've work 18 years and feel that I have been taked advance of. Years if low pay and I have a degree The union help me to talk to mangement and is needed.
