Considering that the companies that received awards already have a number of contract vehicles at every Agency, why would they use this vehicle - why risk a task order being bid by 29 companies when there is another vehicle with only 3 or 4 potential bidders - just try to get the client to submit their requirement through something less competitive. Had GSA awarded only to companies that do not already have a GWAC they would have provided a real alternative for their customers to the same-old, same-old offerors.

If the GSA contracts were even in the same ballpark with the Army's Small Computer Program contracts, or with other non-GSA contracts, their contracts would be used. As it is, GSA needs to back off and take a good solid look at reality instead of living in their dream world that overpriced, bottom of the line, old technology will sell anywhere. Yes, Virginia, I DID work in the IT procurement field for several years, and have yet to see anything on a GSA contract that had a decent price (or conditions) on it.
