I plan to retire on Jan 3 '09 (end of leave year and pay period). I found a chart that shows the # of hrs S/L to equal 1 month of service. I am 4 hours under 3 add'l months of service. That means I have 170 hrs that I would lose (no pay, no service benefit) when I retire. Would it be better to switch 8 hrs of annual for 8 hrs sick I recently used (8 hrs less on lump sum)? I am not worried about the 1 month of service lost as I am the 170 hrs lost (value over $8000).

If in the last PP of one's career, one earns 8 hours of comp time or credit time prior to completing the full 2 week, does that credit/comp time count as completing the 80 hr. tour of duty? In essence could one not work that last day of the PP and still receive full AL for that PP?

Tammy, I plan to retire January 3, 2008 under CSRS. However, from what I read, civil servants might be in for one of the largest pay adjustments in quite some time. I had planned on retiring 3 Jan 08 with 37 years CSRS. This week I was told I would be converted to NSPS on 11 Nov 07. I am at my top step so there will be no pay raise when I am converted, and no pay raise in January to take advantage of so I can sell my excess leave at the higher rate. So please tell me, when is the best date for me to retire? I am not alone in this situation and there is no place to turn for help. Thank you.

I was in the Air Force for 8.5 yrs. I have been in US Customs for the past 18.1 years. I am not in a covered position. I am in the FERS K retirement plan. I have a combined total of 26.5 yrs in government service. I am 46 years old. I have been told once I buy back my military time I can count that toward my US Customs time and I could retire in 2011 with 30 yrs. service. However, in 1989 when I joined Customs I was told I had to do the entire 30 years in Customs for it to count toward retirement. My 8.5 yrs. of military time simply add's to my government service years with would total 38.5yrs. I would like to retire at my MRA. I don't think it's too early to be concerned about retirement plans. I have read the information you have provided to others and I would like to hear your opinion. Thank you for your time. You are making a difference for many people.

I will have 30 yrs of service in 11/07. I was considering retiring in 1/08. The dates suggested to retire would be the first through the third or the last day of the month. If I retired on the third what happens to the fourth? Would I lose that day of pay and would I accure 80 hrs of pay and get 8 hrs of leave for the payperiod.

I work flexi-tour with credit hours and am allowed to carry over up to 24 credit hours per pay period. It is my understanding that credit hours held at retirement would be paid the same as A/L held at retirement. If I have 24 credit hours going into my last pay period before retirement and work additional credit hours during that last pay period without taking any credit hours that last pay period, would I be paid only for the 24 credit hours and lose those credit hours worked in the last pay period or would I be paid for all of the credit hours (the 24 carried into the last pay period plus those worked during that pay period)? If I could be paid for all of my credit hours, it would be beneficial to work the maximum credit hours in that last payperiod and thus increas my pay-out but if if I would only be paid for the 24 credit hours allowed to be carried over, it would not be beneficial.

Thanks for your information. Does the information regarding Civil Service Retirement System employees relate to CSRS-Offset employees such as myself with regard to best date to retire? If I retire 1/3/08, will I be paid annual leave at the new rate if we get a salary increase in 2008? Does the Government paid part of my premiums for health insurance as a retiree? If I get a step increase in 9/07, will that increase my high 3 basis of payment? Thanks. Frank Faecke.

I am a FERS employee that resigned to take care of an elderly parent and had to withdraw my retirement to survive. I have since then returned to work but will not receive credit for that time upon retirement. There is a bill, HR 1939 (FERS Redeposit Act) sponsored by Rep. James Moran in 107th congress that is still on the table. The bill will allow FERS employees that separated and withdrew their retirment for whatever reason and returned to service to be able to repay the funds with interest to be able to receive full credit for service upon retirement. Do you know if congress has any plans to pass this bill?

I will have 27 1/2 years of continual civil service by my 60th birthday. This is considered my full retirement date. Since I will not be 62 when I retire, will I take a 5% "hit" for the two years that I am under 62? Or is that for military folks only? Also, I thought that if I retire at 60 with 20 years of service that I am eligible for the additional annuity until I collect social security at 62. No?

In NSPS, don't count on getting more for leave if you retire the end of the pay year thinking your leftover leave will be paid in the next pay year.
In NSPS, the pay raise or January pay adjustment goes into the pay pool, not automatically to increase salary. Your salary is only based on what they give you in the performance payout.
If they know you are retiring, they may give you all your "performance pay" as a bonus and leave your current salary rate the same so they don't have to pay your accumulated leftover leave at a higher rate.
In NSPS they must manage the salary pool to cover the future. Paying less for retiree leave is one way of doing that.

In your answer to retirement questions on 3 August, you mentioned "retirement would be subject to a reduction of 5 percent for each year you are under age 62, and you would not be eligible for Social Security or a FERS supplement". I have a question concerning this. I have five years of Active duty service and retired with 20 in the Air Force Reserves. When I came in the Federal Service in 1984, I "bought" those five years of active duty to add to my Federal time (I'm under FERS). My hand book says I'm eligible to retire at age 56 in 2014 (I'll have 35 yrs of service). I may stay till age 60 only because my daughter whom I had at age 41, will hopefully have one year of college under her belt. But say that I do retire at age 56, does that 5% reduction apply to me and why would it if I'm told I'm eligible. A CSRS is eligible at age 55 but I hear nothing about a reduction to them since they are under age 62. Or would I receive the FERS supplement and how will that help or hurt me? My husband says the way our finances look now, I may be able to retire at 56, but I need to know if it will hurt my retirement; money-wise. I've been reading your articles for the last past month and find them very informing and I truly appreciate them.

As a related follow-on question to the last Q&A above involving determining the exact commencing date in a "high-three" period, where would one find the actual computational formula used to meld the varying pay rates earned over the three year period together into the final determination of what the average pay would be? All the Federal annuity calculators I've seen to date seem to assume that you already know what this average pay figure is, but without knowing the formula, how is one to arrive at an accurate average figure? Could you provide one or more examples of how such a computational process actually works? Thanks. I really enjoy your column.

In the first example, the employee would be eligible to retire 12/3/07. For retirement purposes, an employee reaches the next age on the day before his/her birthday (see CSRS/FERS Handbook Section 46A2.2-2; I know there's an old OPM memo on this but I don't have a copy.) I am a GS-13 step 10 for the last 9 years, my retirement date is 2/4/09 of which I will have 20 years and be 62 years old. Is it best to retire on 2/4/9 or wait till the end of February which would be 2/27/09 its a Friday. I heard If I wait to the end I will get my 1st Retirement check in March 2009.
I know I will only have 20 years but I have a ace in the hole, My wife has a excellent retirement, so I am just the candles on the top of the cake, she is the cake, icing everything else. What do you suggest?
