In reply to Susan Day; Its not your postal carriers that refuse to deliver if your mailbox is blocked by snow. It is the regulations created and enforced by the Postal Service. Carriers can actually be disciplined for stepping outside of the regulations. According to the Post Office it is your responsibility to shovel the snow around your mailbox, sidewalk and steps in the case of delivery to the house.

As a federal employee who struggled for years after BRAC, I don't like to see anyone lose their job; however, the postal workers in my area need a swift kick at least! When we had a bad snow--I had no mail for two weeks because the city did not plow in front of my mail box. The postal workers refused to step out of their vehicle & walk 3 feet up the path I had shoveled to my mail box! During this same time, FedEx and UPS were continuing to make deliveries to my doorstep.

Postal Management and Postal Unions have worked together to find ways to settle many issues and they will work together and find a workable solution for all sides concerning mail delivey contracting.

Good coverage of this, Govexec. Actually, I think most American taxpayers would say this postal outsourcing goes beyond even the USPS employees' rights. I trust important, sometimes urgent mail delivery to the USPS...which has historically meant some things. I know that in most cases, the people handling my mail are American citizens (unless thats changed), they have registered for the draft, they are subject to background investigations. I consider mail communications to be inherently governmental. If some company claims they can deliver mail cheaper...let them offer the service independently, and customers can make their own decision who to trust. By outsourcing the USPS mail delivery, the American people's freedom of choice will be severely degraded. Congress should step in strongly on this.
