I dont know what's going on in Washington with the CSG's,but here in San Diego it's pretty much squared away. The motto here is you screw up,you're out of here,plain and simple.

The problem with the billing is that the guard companies don't bill for the service they provide, they bill for what's on the contract. The reason that these bills are late in being paid is BECAUSE these companies engage in an endless round of "stump the chump- catch me if you can" when it comes to billing and payment. This is on top of the cuts in staff which have made monitoring performance and ensuring the government doesn't pay for things it doesn't get has been drastically reduced. Couple this with the horrendous reductions in the number of the FPS law enforcement people and you have a situation much akin to the one that lead up to the bombing of the Murrah building. As memory serves, Congress gave a lot of lip service and made much ado of the lack of protection then. Funny how they're not stepping up to make sure these things are addressed now.

ICE may still using the old INS accounting system. They should have used the U.S. Customs' financial systems which could have saved 8 millions in tax payer's money. INS was abolished in 2003 however, ICE is operating under the INS mentality.

Let's be clear - contract security guards are not members of FPS. Contract security guards are not vested with the Agency. Turnover rates within this industry are horrendous. FPS Police Officers, Inspectors, Special Agents and Support Staff would never walk off the job. We have a mission - protection of Federal properties.
