Is it possible that the results are based on merit? My observations regarding white managers; they are afraid to give constructive feedback due to past lawsuits. Poor behavior is not addressed or is addressed with little consequence. I see no evidence of racism but do see the consequences of fear.

If you are a non-degreed white female w/little experience,the promotions and cash awards will be easier to get compared to educated minorities and disabled veterans. I have a story to tell too!! I currently work under this type of Admin.

Another area of study should be the subject of fraternizing with your boss. Our office has experienced this time and time again. associates put their all into their job and go out on a limb for 15, 20 years and someone else is promoted into a senior role who has only been withn the agency for 2 years who has ABSOLUTELY no experience in the department he is running. what makes this even more blatant is the fact that the person that was 'promoted' has been seen constantly, every day all day fraternizing with the hiring manager. This is expected and accepted in the private industry...no wonder why no one wants to work for the government.
