Wouldn't it be a win win for industry and the Government to include language in the Federal Regulations that indicated that the level of regulation required be site specific and contingent upon the local COOP. This way the first responders are involved the insurance industry is involved the government and the company are involved so that finger pointing is not an issue in any subsequent litigation and better yet the regulations become necessarily flexable, periodically reviewable and therefore uncoumbersome. Lets aviod a hometown Bopal.
