The AF has for far too long eaten up a disproportionate share of acquisition program dollars. It's time to properly balance the process, fully fund FCS and other non AF programs, and force the AF to finally make the hard choices the other services have been making for years.

If the Army wishes to restore funding to FCS, a Service-specific solution instead of a joint technology effort, then let them make hard internal choices to do it. This mismanagement of a simple coup d'etadt that let Iraq escallate into full-blown war is costing all of us all our modernization money. The AF gave up 400k critical authorizations and is moving to joint solutions to fund a sliver of needed modernization. It was time Congress did an intervention and forced the Army to make similar hard (internal) choices.
