This funding shortfall is load of crap. There is plenty of money in the aviation fuel taxes and ticket purchases to cover upgrades to the aviation system. The problem is that the money collected doesn't go to what it is supposed to go to. This story is really about how the Bush cronies want to implement user fees, similar to the system in Europe. User fees just about killed general aviation in Europe and Australia when it was implemented there. A lot of small airports and aircraft maintenance shops had to close their doors, because general aviation pilots could no longer afford to fly. Apparently, in this administration, if it doesn't support big business (in this case; the airlines) then it is not worth preserving. Only the wealthy will be able to afford to fly using general aviation aircraft, if this line of bull about funding shortfall is bought; and user fees are implemented. The peasants can stand for several hours in line for an opportunity to board an overcrowded airline.
