I started as a civilian with the AF in Nov 2004. I was on active duty (Army) from 2000 until then. My records indicated my Army time was primarily reserve back to 1983. I was advised a SCD was done that included my reserve time. I had pending a case before the BCMR a case concerning the date I signed a contract with ROTC and became a scholarship student, and paid monthly - in September 1971. I got a decision from the BCMR in my favor directing the Army reserve to correct my date of initial entry to September 1971. I sent this to my personnel office for another recalc of my SCD. Heard nothing for two years. Finally got someone who told me I could only be given credit for time I was issued a DD214. In the FERS/CSR Handbook it says reserve time when on active duty even 2 weeks counts. You do not get a 214 for these short periods. Can anyone advise me who is right and possible steps to correct this?

I am currently in the Active Army and have almost 10 years in by the time my current contract is up. I am beginning my search for jobs should I choose to actually get out of the Army. I was wondering if I were able to get hired on with the Army Corps of Engineers, if my 10 years of active service would apply towards a 20 year retirement of federal/military service? If not, what are a few jobs to look for that my prior service time would apply toward retirement. Thankyou for any help anyone may have.

I worked NAF from 3 May 99 to 30 Nov 04 and I then began working civil service 6 Oct 2008. From what I understand those NAF years will not be added to my civil service time to count towards my leave accrual. Please explain why. Also, can the time be paid back like military time, then counting towards my benefits time. If not please explain. Thanks!

I worked as a CWT (Compensated Work Therapy) Program for two full years before being hired by the VA. I worked 40 hours per week in the same job and then was hired. During this time I did not receive any benefits of any kind and was paid $6.00 per hour. Can you tell me if this can somehow be added on to my retirement since it was here at the VA and at the same service I am still in as of 1993. Any information you can give me would be greatly appreciated. Two full years working full time for the VA before being hired must be able to count for something. Thank you ... Debra

I am a former employee of Naval Supply Center. I started working there in 1974 to approximately 1776 or 1977. I am trying to get my earnings during those years, which is showing zero balances on my Social Secuity Statement, so I am not receiving any credit for this time. I worked NAF from 21 Jun 79 to 30 Sep 83 and I then began working civil service 3 Oct 1983. From what I understand those NAF years will not be added to my civil service time to count towards my retirement. Please explain why. I got out of the navy in 1968 with a 50% disability. I receive a pension monthly for that. my time in the navy (4 yrs, 4 mo. and 29 days) do not count toward my csrs retiremant since i get this disability pension. If i buy back my military time will that change my scd to reflect those years spent in the navy?

I have a question concerning SCD relating to military active duty time. I started government employment on JUl 28, 2003. Prior to this date I earned 1070 days of active duty. Would my SCD (for leave purposes) take into account Saturdays and Sundays. In other words, my validated active duty days include a total of 1070 days. When I calculate my government SCD for leave purposes do I simply look at a calendar and count backwards 1070 days? Or when counting, should I only consider Mondays-to-Fridays and skip counting Saturdays and Sundays? The difference is approximatly 1 year betweent the two methods? I ask this because governement employees normally only work 40 hours per week, M-F. Whereas Military do not look at weekends in the same manner.

I entered FERS service on Sep 95. I had 6ys 1month of active duty time and attended the Air Force Academy. Upon entering on Federal Service I was credited with the 6yr 1mo time presented on my DD214 for SCD/leave accrual calculation. This moved my SCD to Aug 89. While getting information to pay military deposit (retirement) I found out that Service Academy time counts for military redeposit. Is Academy time also counted in SCD/leave calculations? If so, would the SCD be readjusted to reflect the Academy time?

I worked for the USAF and US Army from 1981 to 1991 in Berlin, Germany. I went to Berlin as a dependent of a civil servant (WG-12) hired stateside to an overseas position (we are both Americans). Due to Berlin being occupied at the time, I was paid German Deutsche Marks, instead of dollars - Americans hired in West Germany were hired as GS/WG temps. I started working Federal Service (stateside) on 06/24/91 (my SCD). I am FERS, 59 years old, and want to retire. Right now, I have to do 20 years or turn 62 to retire. Is there anyway I can use some of the time in Berlin to count towards my retirement?

OMG. Normally I'm "Gung Ho" and "Full steam ahead" for any and all benefits and rewards for duty and service in any uniform; military, LEO, or otherwise. But, did I see an enquiry on the value of a medal denoting presence in the military but "no service in OEF or OIF", and a request for credit on what is in effect an "Anybody Button"?
Tammy, can I get credit on my National Service and the other non-combat/conflict uniform requirements that said "I'm in the Army", with pretty spangles?

Perhaps there is no excuse for my feelings but, IMHO, the major difference between civil servants and military (including the Thin Blue line) is combat (or exposure to lethal force). However, if credit is given for NOT being in the theater or area of conflict...
Regardless, I KNOW there really are no stupid questions; I'm just concerned about the answer.

I received the Global War On Terrorism Metal (no service in OEF or OIF) can I get credit for that time for leave accrual.

I would be most interested in a response to Pat's question regarding the non-appropriated funds position for which no credit is given towards CSRS retirement. I also have a similar situation. For 18 months, between 1968 and 1971 as a military dependent, I worked for the Army/Air Force Exchange Service (AAFES) in Germany in various capacities (laborer, stock clerk, etc.). I too was advised that such employment is not creditable for retirement purposes as it falls under the "Non-appropriated Fund Instrumentality" provisions (PL 99-638, effective 11/10/86). To be creditable, the service would have had to occur after June 18, 1952, and before January 1, 1966. With 36+ years of Federal service and retirement looming on the horizon, I just want to ensure that the information provided me on this subject was indeed accurate.

Tammy, could you do an article on transferring from Non Appropriated Funds to Civil Service (FERS) in regards to Creditable Service and SCD. I understand that they are two different retirement systems but seems like since both are Federal Agencies your time should count as "creditable" service. I am 52 and have 19 3/4 yrs vested in the NAF retirement system and 11 1/2 yrs in FERS but with over 31 yrs of Federal Service I am not eligble for a VERA. Right now my agency has been offering VERA's with payouts but if I have to wait until I am 56 to be eligble with creditable service in FERS the VERA's with payouts might not be available.

My comment is not related to computing SCD but about which retirement system I'm in so please forgive me if I was not suppose to submit this at this time. Hopefully you can cover it under a different topic. My story, like many others who have transfered to NASA from the Tennessee Valley Authority, is I worked for the TVA beginning 9/15/80 and payed into the TVA retirement system for 6 years. Upon transfering to the Army Corp of Engineers, I was placed in CSRS from 2/1986 - 5/1989 (approx. 3 years) since TVA time is considered gov't time even though we were not paying into the CSRS. I left the Corp to work for NASA in 1989 and HR at NASA determined that I was placed in the wrong retirement system when I went to the Corp so they "correctly" placed me in CSRS Offset. I had to go back and file amended returns for those years at the Corp since my retirement was being moved to offset and I had not payed social security those 3 years at the Corp (I even had to write a check for additional payment for overtime work performed during that period). I was told then that those years at TVA would not count toward my retirement annuity if I did not redeposit in to the system so good or bad, I did a redeposit back to the retirement system for those 6 years while I was with TVA. I have argued that by doing that, I have met the requirements for being in the old system since my redeposit would make it as if I was in the old system 5 years before the Jan. 1987 date. The criteria used to put me in offset was 1.) I transferred to an appointment not excluded from the CSRS or FERS, 2.) I had five years of creditable civilian service as of Dec. 31, 1986, 3.) I did not have a break in service of four or more days after Dec. 31, 1986, and 4.) I had no CSRS contributions before Jan. 1, 1984. The references for each criteria was from the FPM Supplement 830-1, subpart 10A1.1I3d for #1, #2, and #3, and subpart 10A1.2C for #4. Is my reasoning out of line here or do I have a case to make about which system I'm in? Is it worth pursuing? Any assistance on this would be greatly appreciated by myself and many others and if CSRS Offset is where we're supposed to be, any information on how it works would be very beneficial to us all.

In 93 I worked 6 months as a WG-2 temp. I was not allowed to pay into the FERS at that time. I would be happy to pay into the FERS for that period, if I were allowed to. That would help my SDC. Is there any way I can make that happen?

I started with the government in 1962, worked for 8 years, quit and drew out my retirement. I came back in Dec 1988 and have been in govt service since. I never paid back the 8 years that I cashed in prior to that. I have 26 1/2 years service (of which 8 are credited back to me). So, in essence, I only have 16 1/2 years that I have actually paid in. I came back in CSRS Offset and I do not intend to retire for 4 more years (Age 67). Will I suffer a large loss in my retirement money because of those 8 years I did not pay back? And, for retirement purposes, will they compute my time from 1988 when I returned or add the 8 years on?

I just reviewed my 'mybiz" account and the SCD for retirement does not reflect my actual SCD for retirement the clarification received was that my "repaired service time" (4 years) will be added to my SCD for retirement when bennfits are computed.

I worked from 1969 to 1976 as a GS-5 & 7 intermittent food inspector; I went to work under civil service full time on May 26,1976. My SCD is November, 1972. For the last four years I have been GS-Grade 10, step 10. I am covered under CSRS. When I retire within the next two years (I am presently 67)what must I do to get credit for the time between 11/72 and 05/76 when as an intermittent I didn't pay in any civil service retirement. Can I get any credit for this intermittent time without paying the contribution? If I have to pay in the back retirement contribution to get credit for the time, how may I figure the interest? Will it be advantagous to pay in the contribution, or would it be better to deposit the money into a savings that will draw interest? I currently have 31 years full time civil service where I have paid in retirement.
