The article was well done. It points out the difficulties in dealing with fraud, waste and abuse in any agency. I have been a government evaluator/auditor for the last 32 years and the pressure to offend or not offend has been increasing the last 10-12 years from both military and civilian leadership. It makes no difference which Party is in power. Fraud, waste and abuse is always ready to be found.

The article fails to mention the all-too-prevalent unmentionable, however: IG's and their staff who, acting on the heady reality of virtually unchecked power and advantage, take pleasure in creating or advancing a clandestine atmosphere, or "gotcha" mentality in which employees feel intimidated, threatened, fearful, and harassed.

Whats disturbing is how much the IGs in many branches conveniently overlook in order becuse it might make waves. In federal agencies like the Department of Labor, you're luckly if they will respond to any concern raised about fraud, waste or abuse. If investigating a complaint might 'offend' the agency executives, it probably won't happen. Just look at the years and years of abuses of the FECA.

This was a well written article. We, the audited, need to be reminded that they, the auditors, are providing an important service. They must remain independent, beyond reach of politics, and deserve the support of Government. We are often shocked by the scandals, corruption, and waste. It would serve us well to imagine how much worse things would be without strong IG's.
