So, Congress wants to prevent contractors from gaining advantages from providing fewer benefits than the government. What about the advantages the government gets from hiring legions of directly hired (as opposed to indirectly or via a 3rd party) full time, personal services contractors (PSCs)? If the federal government can hire, as common-law employees (withholding, paying payroll taxes, etc) but with no benefits, all of us, how dare it hold private sector players to a different standard?
