Funny how this population seems ideally suited for the talent and professional recruitment portion of NSPS and yet most everyone thinks we will regret including them.
Perhaps it is not as well suited as the party line holds.

The bill (H.R. 2007), introduced by Rep. Michael Turner, R-Ohio, would bar the Pentagon from shifting employees at 10 Defense laboratories to the National Security Personnel System
If the rep cared he would stop NSPS everywhere. It is aprinme example of why people want out of government! Now pay is politically determined - this is not pay for performance! It is pay for politics!

Sounds like Lab Demo is designed to keep good people and NSPS is designed to clean out good people and keep the clones.

The article has some interesting references to statements from two major unions suggesting that they somehow support pay for performance in lab demos. This is curious. Publicity I read from these same two unions certainly paints a different picture...that they oppose pay for performance as a general rule. Plus, while some of the lab demo employees are represented by unions, I'm told that MOST lab demo employees are not represented by unions according to my friends covered by demos. I've read these same unions historically have opposed participation in demonstration projects most of the time, so most demo employees are non-bargaining unit employees. This makes their statements about supporting the demos very misleading. If they trust them so much, why don't the participate more than they do? Also, the demos don't address labor relations, adverse actions and appeals matters. The NSPS lawsuit mentioned in the article is limited to matters that the demos don't even touch.
